HOUSING INDEMNITY INSURANCE REFORMS 1 JULY 2008
The reforms to Housing Indemnity Insurance have now passed through the Upper House and only await royal assent from the Governor which is scheduled for Monday 30th June.


The reforms remove the mandatory requirement under the Housing Indemnity Act for Builders to purchase Warranty Insurance on Building Work valued over $12 000.
In discussions with Consumer Affairs as recent as 26/06/08 it is their belief that the new Warranty Reforms will become effective from the 1st July 2008.


HIA will keep members informed of developments but based on the advice from Consumer Affairs it is reasonable to conclude that as from the 1st July 2008 Builders will be able to present their clients with a choice on whether they wish to purchase Warranty Insurance.


Consumer Affairs will require that Builders give clients a copy of a Consumer Guide to Warranty Insurance to ensure consumers are aware of the risks of opting out of Warranty Insurance. HIA will send members a copy of the Consumer Affairs website link to the Consumer Guide. Hard copies of the Guide can be obtained directly through Consumer Affairs.

 

PLANNING SUBMISSION
HIA has made extensive submissions to the Premier’s Review of the Planning Systems in Tasmania. The main focus is the overarching governance of the planning part of the Resource Management and Planning System and the relative functions of the various bodies that operate within it to ensure that the planning system operates efficiently.


The review also coincides with a range of similar inquiries in other State and Territory jurisdictions in Australia.
These have in part been generated by the national reform agenda required under the Council of Australian Governments (COAG) processes, particularly the Development Assessment Forum (DAF) reforms which are based around a leading practice model for streamlined development assessment.


The most important planning reform issues, in HIA’s view, are the following:
1. The introduction of consistent housing provisions through the adoption of a Residential Code consistently through all planning schemes;
2. Reduction in the number of planning schemes;
3. Exemptions from planning requirements for construction of houses on suitably zoned land;
4. Appropriate restriction of third party appeals under the planning appeals process;
5. Ensure that planning permit applications are assessed under the scheme that applied when the application was submitted.

TASMANIAN MEMBERSHIP SURVEY
In order to ensure we are addressing Member concerns in Tasmania the Tasmanian Membership Services Committee has recently completed a Membership Survey.

 

The survey details the top ten member concerns.

These member issues are consistent with our current lobbying focus and we will continue to pursue these regulatory issues with government.

 

STAMP DUTY REFORM
HIA has called upon the State Government to consider Stamp Duty Reform to increase the supply of homes.


The recommendation is supported by recent findings of the Federal Select Committee into Housing Affordability and has already been adopted in Queensland and NSW.

STATE BUDGET OVERVIEW
The State Government has committed to building an additional 1450 new homes on the ground. The Government has adopted three important housing initiatives that we support and believe will make a real difference.• The Shared Equity Scheme which will give young Tasmanians a helping hand into home ownership.• The National Rental Affordability Scheme which is a commitment to work with the Federal Government to build 1250 rental properties.• Quick-Build which is a pilot program to construct fifty relocatable homes.
HIA also welcomes the ongoing funding to overhaul the archaic planning system in this state. The Government also committed $750,000 to the development of a regional settlement strategy to ensure there is sufficient land to meet housing needs over the next twenty years.
