Fast-tracking Priority Projects – Threshold and Assessment Criteria Released - VIC

The Victorian Government has identified the building and construction sector as a key mechanism to lift the Victorian economy during COVID-19.

As such, applications for eligible building and construction projects considered to be appropriate for “fast tracking” through the approval process are being sought.

The projects being considered need to “shovel ready” and meet specific criteria. They can be submitted to the Victorian Governments Building Victoria’s Recovery Taskforce for assessment as to their eligibility for fast tracking.

HIA is a member of the Government’s Building Victoria Recovery Taskforce HIA and actively engaged with the Government over the next 3 months and beyond if the appointment of the taskforce is extended.

The Taskforce is bringing industry and government together to work collaboratively to assist in stabilising home building activity in Melbourne and regional Victoria beyond the immediate economic impacts of COVID-19.

The Taskforce is calling for submissions for building and construction projects of state and regional significance that are shovel ready, which can now be fast-tracked through planning approvals on the recommendation of the Project Fast-Track Team.

What sort of projects are being considered?

Consideration will be given to projects that are requiring planning permits, planning scheme amendments and precinct structure plans. This includes projects that are currently waiting for VCAT hearings or approval from the Department of Environment, Land, Water and Planning (DELWP) or council.

As mentioned an application form needs to be completed for each project and submitted to the Project Fast-Track Team. For a request to be recommended by the Project Fast-Track Team to the Minister for Planning for approval, projects must meet the criteria, available in the link above.Applicants must also be able to demonstrate the demand and commercial viability of the project in the current economic context.

This fast-tracked process for priority projects should provide immediate benefits to Victoria’s economy, through providing jobs for Victorians and keeping priority infrastructure and housing projects on track.
