Keeping Victoria’s Home Building Industry Open
The Victorian Government is reviewing the COVID-19 restrictions in the lead up to the 11 May expiry. HIA is continuing to take steps to ensure our industry remains well placed when restrictions are lifted. To support changes in restrictions the State and Federal Governments have both asked our industry to take action and show we can remain a safe workplace.
COVID-19 Testing Blitz including building & construction industry
The Government has expanded testing for COVID-19 to inform decisions about lifting restrictions. The target is for 100,000 Victorians to be tested over a two week period to better understand how the virus is spreading in the community.
A testing blitz is being carried out through a combination of drive-through and walk-up clinics, along with new mobile screening clinics that will visit homes and workplaces. Certain industries that are still operating, such as building and construction, will be part of the testing blitz. HIA is urging anyone with symptoms to be tested. The Federal Government has released the COVIDSafe app as a voluntary tool to help health workers trace people that may come into contact with the virus.
COVIDSafe recognises other devices with the COVIDSafe app installed and Bluetooth enabled. When the app recognises another user, it notes the date, time, distance and duration of the contact and the other user’s reference code. The COVIDSafe app does not collect your location.
On building sites where a variety of workers cross paths that you may not personally know, or in renovation projects where the owner remains in the house, the COVIDSafe app can provide a useful tool to include in your safety toolkit.
Having confidence that health professionals can find and contain outbreaks quickly will mean governments can ease restrictions while still keeping Australians safe. That hopefully means that home building can return to a new normal sooner rather than later.

State Development Taskforce
HIA has been appointed to the Government’s Building and Development Industry Taskforce to work on measures to keep the residential building and development industry open for business. HIA has put forward several recommendations to date including key measures to support home building.
- Home Buyer Stimulus
In response to dramatic the loss of sales in March and April, HIA continues to seek support for homebuyer stimulus measures and grants. These measures need to give confidence to the market and to support Victorians who want to buy a new home at this time.
- Display Homes
Following WA and NT allowing greater access to display homes HIA has approached the National Cabinet requesting updated arrangements be adopted in all states and territories. We have also made a strong case to the Premier and key Ministers to allow Victorian display homes greater public access after 11 May. Access to display homes can be easily controlled, homes are cleaned and visits can be recorded. Display home staff also ensure all visitors adhere to social distancing requirements in line with HIA’s Making space on site guidelines.
