QLeave levy increase

June 18, 2020

From 1 July 2020 the combined QLeave levy of 0.575% will be made up of the following:

  • Portable long service leave levy - increasing by 0.1% to 0.35%

  • Work health and safety levy - 0.125%

  • Construction Skills Queensland levy - 0.1%

The levy applies to construction work over $150,000 (excluding GST). The discounted levy rate for construction work $1.169 Billion will be removed so the combined levy of 0.575% will apply to all projects.

Why the Change?

In May 2019 the Queensland Office of Industrial Relations released a discussion paper proposing to increase the QLeave levy on the basis that there was a gap in QLeave’s ability to fund  workers portable long service leave.

HIA made a submission opposing the increase. You can read HIA’s May 2019 submission here.

Notwithstanding this in March 2020 the Queensland government passed regulation increasing the levy from 1 July 2020.

HIA maintains, that now, more than ever, additional government costs on construction activity should be avoided.

You can read the QLeave notice of the levy increase here or contact the Minister for Education and Minister for Industrial Relations (Hon Grace Grace) to voice your concern here: industrialrelations@ministerial.qld.gov.au
