New rules proposed for Performance Solutions

Most building projects are likely to have one or two Performance Solutions applied. Likewise, a number of building products used do not fit within the Deemed-to-Satisfy Provisions and therefore, are subject to performance-based designs and approval.

The ABCB have proposed new rules, as part of the NCC 2019 Amendment 1 (out of cycle amendment), in seeking to address what they consider lack of appropriate rigour in development and assessment of solutions and how they are documented.

However, HIA is concerned that a ‘one size fits all’ approach is being proposed that will result in the requirement of the same additional process and documentary evidence requirements for both simple residential construction solutions and complex  high rise and commercial building solutions alike. These additional administrative processes will add complexity, cost, time, the need for additional 3rd party engagement and likely result in delays and inconsistency in acceptance, particularly for simple performance based solutions.
