Updates to buffer planning provisions approved

The Victorian Government recently announced that planning amendment VC175 has been approved. The approval imposes measures to update and refine the provisions within the Victorian planning system which address buffers for amenity, human health and safety impacts. Specifically, the approved provisions are aimed at strengthening the provisions which manage buffers, provide clarity on how industries and other uses need to respond to the potential for offsite impacts and include up-to-date standards and guidelines. The approval incorporates changes to the Victorian Planning Provisions (VPP’s) and all planning schemes in Victoria through amendment to the Planning Policy Framework (PPF) and Clause 53.10 of the VPP’s.
VC175 was developed throughout the course of 2019, to which HIA participated within the consultation process. It is positive to see that some of the feedback HIA provided has been taken into consideration. Some of our comments which have been incorporate as part of this approval include amending some minor provisions in Clause 53.10 so that to provide for clearer understanding of the provisions and application of requirements, removal of Note 1 and Note 2 in Clause 53.10 and refinement of threshold provisions to be consistent with the EPA’s threshold requirements.
