Infrastructure Contribution Plans Guidelines released

The Victorian Government has recently finalised and released the Infrastructure Contribution Plan (ICP) Guidelines.
Within the Victorian planning system, an ICP is a statutory document which is incorporated into a planning scheme for the purposes of imposing infrastructure contributions. These contributions fund the provision of infrastructure and secure land for public purposes.
The intent of the ICP Guidelines is to provide information and guidance for the operation of the ICP system, and the preparation, implementation and administration of an ICP. The guidelines are not a statutory document and should be read in conjunction with applicable legislation and Ministerial Direction.
Given the complexity of the ICP system and the inconsistency in its application, the ICP Guidelines will assist in providing greater transparency and overarching guidance within the ICP process.
HIA has been providing feedback to the Victorian Government on the ICP Guidelines, and associated matters, throughout the course of this year. Additionally, HIA have been part of a technical group overseeing these matters and also on an overarching committee which co-ordinates implementation between councils, government and industry.
