11am - Modern Methods of Construction Summit

Panel discussion: Breaking the Bottleneck - Unlocking MMC Through Smarter Regulation

This discussion will bring together industry leaders, policymakers and practitioners to examine the regulatory barriers limiting the uptake of Modern Methods of Construction (MMC) in Victoria and across Australia. Drawing on insights from past HIA research, the session will explore challenges within planning, building approvals, certification, and compliance frameworks that are slowing adoption.

Participants will identify practical reforms to streamline regulation, support innovation, and enable MMC to scale—helping address housing supply constraints, improve productivity, and deliver more efficient, high-quality homes nationally.

Hear from:

  • Andrew Bates, Design Manager – SYNC
  • James Briggs, Managing Director – JMB Modular Buildings
  • Matthew Gray, Sales Manager – Todd Devine Homes
  • Shane Keating, Executive Director, Building Policy – Housing Industry Association (HIA).
