Australia needs more homes. There is broad agreement that increasing housing supply is critical to improving affordability and meeting the needs of a growing population. Yet delivering more homes remains a major challenge, with regulation, planning, infrastructure, rising costs and complex approval processes continuing to create barriers across the housing pipeline.
In this episode of Made to Build In Focus, HIA Managing Director Jocelyn Martin joins Rob Douglas, CEO of MJH Group, and Graham Walker, Managing Director of Combined Development Group, to explore what is standing in the way of delivering housing at scale. The discussion examines the challenges facing the industry from land development and planning approvals through to construction, and the impact of increasing regulation and fragmented processes across different levels of government. The panel also explores why reform remains difficult despite broad agreement that more housing is needed, and what could be done to create a more coordinated and efficient system that makes it easier to deliver more homes, more efficiently and in the places Australians need them.
Everyone says that we're in a housing crisis, but we're actually in an infrastructure crisis because you need the infrastructure in place to develop the land and to build the houses on. Once you have that in place, you don't have a housing crisis.Rob Douglas

Jocelyn Martin is Managing Director of the Housing Industry Association (HIA), Australia's peak industry association representing businesses involved in residential building and renovating.
Jocelyn brings extensive experience in industry advocacy and policy, working with government and industry to address the issues affecting Australia's residential building sector.

About Graham Walker
Graham Walker is Managing Director of Combined Development Group and has more than 50 years' experience across commercial construction, residential development and building materials manufacturing. Throughout his career, Graham has held senior leadership roles with organisations including Pioneer Homes Australia, Boral Building Products, Costain Constructions Australia and Hooker Projects, before founding Combined Development Group in 1999.
Graham is a highly respected industry leader and has served as HIA NSW President and HIA National Director. He is currently Chair of HIA's National Planning & Development Committee, is an HIA Life Member and was awarded the 2026 HIA Sir Phillip Lynch Award in recognition of his outstanding contribution to Australia's residential building industry.
