HIA Executive Director Queensland, Mike Roberts, said the fund recognises one of the biggest barriers to housing delivery: the cost and timing of critical enabling infrastructure.
"This investment targets one of the most persistent challenges facing new housing supply, ensuring the roads, water, sewerage and other essential infrastructure needed to support new communities can be delivered sooner," Mr Roberts said.
"Builders regularly tell us that it is often the provision of this 'last mile' infrastructure that determines whether a housing project can proceed or remains stuck on the drawing board.
"There are many projects across Queensland that are ready to move forward but cannot proceed until the supporting infrastructure is funded and delivered."
Mr Roberts said the announcement aligns with HIA's longstanding calls for greater investment in enabling infrastructure as a practical way to accelerate housing delivery and improve affordability.
"The cost of infrastructure is ultimately borne by new home buyers, either directly or indirectly, so investments that help bring land to market faster and more efficiently are critical to improving housing affordability.
"Queensland's growing population means we need all levels of government working together to remove barriers to new housing supply, and infrastructure funding is one of the most effective ways to do that."
The fund is expected to support infrastructure projects that unlock development-ready land and facilitate the delivery of more than 50,000 new homes across Queensland, including over 20,500 homes targeted at first home buyers.
Mr Roberts said the inclusion of grants and interest-free loans would provide an important mechanism to accelerate projects that may otherwise struggle to get off the ground.
"The combination of grant funding and concessional finance will help bring forward projects sooner, create greater certainty for developers and councils, and support the industry's capacity to deliver more homes.
"If Australia is serious about addressing the housing shortage, then ensuring infrastructure keeps pace with growth must be part of the solution.
"HIA welcomes the opening of applications and looks forward to seeing funding flow to projects that will unlock housing supply and help more Queenslanders achieve home ownership," concluded Mr Roberts.
