Over the past couple of years, the Victorian government has been gradually reforming the planning process. While it is fair to say that progress has not been quick there have been some improvements with more to come. It is expected that the government will soon progress its proposals to make it easier to build two homes on one block of land. A further review of the arrangements for small secondary dwelling and for DPUs will follow as well.
One relatively recent reform is the Town House and Low-Rise Code. HIA has started receiving member feedback about this code but is seeking more comments from members. This code, which allows for multi-unit projects up to three storeys to be progressed more easily though the planning system, is an important reform that can more gently increase housing density without unnecessary impacts on existing communities. Your feedback about what works, and what doesn't, will be used to help us to encourage the Victorian government to maintain the code and if necessary, update it to ensure it meets its objectives.

“Investors were responsible for 41 per cent of new homes financed for construction in the past year,” stated HIA’s Chief Economist, Tim Reardon.
