In Victoria, from 1 May 2026, NCC 2025 will apply to all new building work. All three Volumes of the National Construction Code contain changes, including new content, updated referenced standards and revised state variations.
An exception applies where an application for a building permit has been made to the Relevant Building Surveyor (RBS) to certify that “substantial progress” had been made on a design before the commencement date.
NCC 2025 changes are primarily focused on the commercial building sector. However, there are new standards, processes and assessment methods that affect all buildings that the residential industry must stay across to remain compliant which are summarised below.

The Victorian government has introduced several changes to its variations. These include accelerating the state’s adoption of lead-free plumbing products. From 1 May 2026 all plumbing products installed that are in contact with drinking water must be lead-free to remain compliant. This will apply for all installations from that date, even if contracts were signed prior.
