Victorian variations and additions to NCC 2025 released

The Victorian Appendix to the NCC 2025 has amendments to several existing variations and new additional obligations which will affect the way building and plumbing work needs to be completed. It must be read in conjunction with the three volumes of the NCC.

A breakdown of the variations to the governing requirements, Volume Two and some of Volume Three that will impact residential building are included in the tables below.

VIC A2G2
Amended

VIC A2G2 variation relates to Performance Solutions and reflects the current NCC 2022 clause retaining the use of Expert Judgment and VIC variation (5) but amends the limitations and note at the end of the clause.

Limitations

Where compliance with B1P1(2) or H1P1(2) is proposed to be satisfied by a Performance Solution for materials included in B1D4(a) to (f) or clauses 2.2.4(d) and 2.2.4(g) to (k) of the ABCB Housing Provisions, the Performance Solution must be— 

(a) achieved by demonstrating the solution is at least equivalent to the Deemed-to-Satisfy Provisions in accordance with A2G2(1)(b); and 

(b) shown to comply with the Performance Requirements through A2G2(2)(d). 

Note: 

The limitation above does not take effect until one year after the adoption date for NCC 2025.

VIC A5G4 New This variation in Volume Three removes the national note referring to the transition period for use of lead-free plumbing fixtures, bringing forward adoption in Victoria to 1 May.

Definitions:

VIC Flashing 

Deleted

The VIC variation has been deleted and the NCC 2022/2025 version is now applicable.

The part of the Vic variation that has been removed is:

(c) Roof flashing: a rigid or flexible material, usually metal, fixed over, against or built into an abutment to form a weathertight joint.

VIC H2D6 Amended

The BPC has indicated that this variation has been amended. However, it is not clear what the amendment is as the wording is the same as NCC 2022 variation.

(1) Performance Requirement H2P1 is satisfied for gutters and downpipes if they are designed and constructed in accordance with AS/NZS 3500.3.

(3) This subclause is deleted and does not apply in VIC. 

VIC H6V1  Deleted   This variation included a note in relation to a transition period for installation of rainwater tanks under NCC 2019 which is no longer required. 
VIC H6D2
Deleted
This variation included a transition period for installation of rainwater tanks under NCC 2019 which is no longer required.
NCC 2025 reference New, amended, or deleted NCC variation or addition
VIC B6P8 New A new VIC Addition relating to rainwater services builds on that in NCC 2022 (B6P7) by adding (d) and an application clause.  

(1) A rainwater service must- 

(a) avoid the likelihood of contamination of water within the rainwater service, the cold water service, or the Network Utility Operator's drinking water supply (if connected); and 

(b) not pose a hazard to public health; and 

(c) not have an unprotected cross-connection with any Network Utility Operator's drinking water service; and 

d) ensure continual supply of water for sanitary flushing. 

Application: 

B6P8(1)(d) applies if a reticulated water supply from a Network Utility Operator is connected, or proposed to be connected, to a building where a rainwater tank is installed for the purpose of sanitary flushing. 
 

VIC B6D8 New A new VIC Addition B6D8 Automatic or manual interchange device requires: 

(1) An automatic or manual interchange device that allows alternate use of water from the rainwater tank or the reticulated water supply must be installed to ensure that there is a continual supply of water for sanitary flushing. 

Application: 

B6D8 applies if a reticulated water supply from a Network Utility Operator is connected, or proposed to be connected, to a building where a rainwater tank is installed for the purpose of sanitary flushing. 
B5D7(6) 
New

This VIC variation adds to the NCC 2025 clause list of High Hazards requiring individual protection:

(x) A water point installed adjacent to a water closet that is not connected to a sanitary fixture (e.g. handheld douche spray). 

VIC E3P1
Amended

This VIC variation clause has been amended to remove “annual recurrence probability” and include “an annual exceedance probability” to the clause

A roof drainage system must dispose of stormwater flows from rainfall events having an annual exceedance probability average recurrence interval appropriate to:

(a) The importance of the building.

(b) The severity of potential damage to property, loss of amenity, illness or injury that would result from the failure of the system. 

VIC E3P2 
Amended

This VIC variation has been amended to aid in quantification.

A roof drainage system must have an appropriate overflow device to transfer stormwater flows so that it avoids damage to property or hazard to people from a storm with an annual exceedance probability of 1%.

This VIC addition has been amended to remove subsurface drainage references throughout.
VIC E4F1
Amended 

This VIC addition has been amended to remove the words subsurface drainage:

Buildings and their surroundings are to be provided with a surface drainage installation and be constructed in such a manner as to provide protection for people, property and the environment from the adverse effects of stormwater. 

VIC E4D2
Amended

This VIC addition has been amended to remove subsurface drainage:

The design, construction, installation, replacement, repair, alteration and maintenance of surface drainage systems must be in accordance with AS/NZS 3500.3.

The BPC has advised wording of the variations/additions in the tables may be subject to change, however the intent of the clause will remain the same. The final wording will be published in NCC 2025.
