Builders: Confirm Your DBI provider before July 2026

From 1 July 2026, Domestic Building Insurance (DBI) will be issued exclusively by the Building and Plumbing Commission (BPC), which is taking over from Victorian Managed Insurance Authority (VMIA). This means that private insurance providers like Assetinsure will no longer be in the market. Any member using these providers will need to switch.

How do I know if I use Assetinsure?

If you are uncertain about your current DBI provider or eligibility status, contact your insurance broker or insurer immediately to confirm who issues your DBI eligibility.

If your provider is VMIA or BPC, no immediate action is required.

If your DBI eligibility is through HIA Insurance Services, you will have your DBI eligibility issued by the BPC, therefore no further action is needed.

If your provider is not VMIA or BPC and is instead Assetinsure or another provider, you will need to confirm the future status of your eligibility.

HIA is aware some home builders have already been informed by Assetinsure that they will stop offering DBI policies after a two-month period.  Assetinsure is required to cease offering DBI by 1 July 2026 and will conduct an orderly market exit. This means builders will be exited in stages, beginning in October 2025, with the final builders to be notified by April 2026.

How to apply to the BPC? 

The BPC has notified HIA that they have arrangements in place to allow home builders who currently have DBI eligibility with another provider to apply through a streamlined assessment process.

Members wanting further information should contact a BPC appointed Distributor from this list. Builders will need to nominate a Distributor, and the Distributor will assist them with the application process.
