Building and Plumbing Commission (BPC) online examinations

The Building and Plumbing Commission (BPC) in Victoria is introducing new exams, starting with the Domestic Building Unlimited (DB-U) exam. This single exam replaces both the face-to-face interview and the plan-based exam. Once established, the format will be extended to other builder registration categories.

Applicants must apply online through the BPC website and complete all onboarding tasks within 15 days. Once onboarding is complete, the BPC will email the applicant confirming they may book and sit the exam.

Format of exam

The exam is currently held in person at BPC-nominated locations, with an online option being introduced in future. The standard exam has 100 randomly selected questions from a pool of about 1,000 and must be completed within two hours. A shorter 50-question, 60-minute exam will be available for certain applicants. Approved reference materials, such as the Building Act, DBCA and NCC, will be available through links in the exam system. Applicants cannot use their own materials or notes.

Online exam rules

Applicants who sit the exam online must follow strict rules and will be monitored by an online tracking system, including continuous video surveillance. Breaches may result in refusal of the application, further assessment or a supervised resit.

During the exam, applicants must:

  • Maintain a stable internet connection
  • Keep their webcam, speakers and microphone on
  • Remain visible on camera
  • Be alone in the room
  • Use only one internet browser
  • Use only the online resources provided in the exam.

Applicants may have a drink, reading glasses and medication on their desk.

The following is strictly not permitted:

  • Talking, including reading aloud
  • Receiving help from another person
  • Using unapproved materials
  • Using phones or other electronic devices, including headphones
  • Copying exam material
  • Taking breaks during the exam.

Applicants who need reasonable adjustments, such as interpreter, health or dyslexia support, may request to sit the exam in person.

Exam tracking

Online exams will be monitored through Janison-Proctortrack. The system records movements, conversations and activity that may suggest the use of unapproved material. These records may be used by the BPC to refuse to finalise an application or require an alternative assessment.
