NCC 2022 was the largest single amendment to the National Construction Code since its inception. HIA worked hard for members around the country to minimise the impact of the changes.

What's happening in your state
New South Wales highlights
- NCC 2022 changes broadly commenced 1 May 2023.
- New South Wales has not adopted the Livable Housing Standard at this time.
- Sustainable Buildings SEPP will replace the existing BASIX.
- New increased BASIX energy efficiency requirements will apply to contracts signed for new homes from 1 October 2023.
- The BASIX thermal stringency target will move from 5.5-stars to 7-stars and the whole-of-home energy usage target from BASIX 50 to BASIX 70.
- The water target will not change for New South Wales.
- Builders must disclose embodied emissions of major building materials used in the home.

Northern Territory highlights
- NCC 2022 changes broadly commenced 1 May 2023.
- Northern Territory will implement the Livable Housing Standard from 1 October 2023.
- Northern Territory will not increase the energy efficiency requirements for residential buildings – they will stay at the 5-star rating laid out in NCC 2019.
- Energy efficiency standards for commercial buildings will be introduced for the first time. However, apartment stringency will continue as per NCC 2019, not the new 7-star rating.

Western Australia highlights
- NCC 2022 compliance is optional up until 1 May 2025, after then it's mandatory.
- Western Australia has not adopted the Livable Housing Design Standard at this time.
- Commercial energy efficiency changes and residential 7-star stringency will be subject to an additional transition period and commence 1 May 2025.
- Heating and cooling load limits will not be implemented in Western Australia.

Tasmania highlights
- NCC 2022 changes broadly commenced 1 May 2023.
- Tasmania will implement the Livable Housing Design Standard from 1 October 2024.
- With a renewable energy framework already in place, Tasmania will not be adopting the 7-star energy efficiency requirements of NCC 2022.
- NCC 2022 condensation requirements and commercial energy efficiency changes will be adopted 1 October 2023.

South Australia highlights
- NCC 2022 changes broadly commenced 1 May 2023.
- South Australia will implement the Livable Housing Design Standard from 1 October 2024.
- The 7-star energy efficiency requirement will also apply from 1 October 2024.
- The new commercial energy efficiency provisions (for areas like solar-ready zones and electric vehicle charging pathways) will commence from 1 October 2024.
- The NCC 2022 condensation requirements will also be implemented 1 October 2024.

Victoria highlights
- NCC 2022 changes broadly commenced 1 May 2023.
- Victoria will implement the Livable Housing Design Standard, condensation and 7-star energy efficiency requirements from 1 May 2024.
- The new commercial energy efficiency provisions (for areas like solar-ready zones and electric vehicle charging pathways) will commence from 1 May 2024.

Queensland highlights
- NCC 2022 changes broadly commenced 1 May 2023.
- Queensland will implement the new Livable Housing Design Standards from 1 October 2023 with a longer phase in period to 1 May 2025 for blocks 12.5m or less.
- Queensland will implement the new 7-star energy efficiency requirements 1 May 2024, with provision for 1 star credit for homes with connected outdoor living areas meeting specific criteria.
- NCC 2022 condensation provisions will apply from 1 October 2023. Their application depends on the relevant climate zone the building is located.
- The new commercial energy efficiency provisions (for areas like solar-ready zones and electric vehicle charging pathways) will commence from 1 October 2023.
ACT highlights
- NCC 2022 changes broadly commenced 1 May 2023.
- ACT will implement the Livable Housing Design Standard, condensation and 7-star energy efficiency requirements from 15 January 2024.
- The new commercial energy efficiency provisions (for areas like solar-ready zones and electric vehicle charging pathways) will commence from 15 January 2024.
