Telecommunications in the National Construction Code

This policy sets out HIA's position in relation to the introduction of minimum telecommunications requirements in dwellings and apartments.

HIA’s Position statement

  • Telecommunication provisions for Class 1a buildings should not be mandated in the National Construction Code (NCC).
  • Subject to a favourable regulatory impact statement, HIA may support mandatory telecommunication provisions for Class 2 to 9 buildings.

Background

  • Following the move to incorporate plumbing requirements into the National Construction Code (NCC), work is now underway to introduce gas fitting and telecommunications’ work into the Code. 
  • Progress on gas fitting is extremely slow due to the lack of support from the states and territories at this time. 
  • Work on telecommunications is moving ahead, due to the impact this has on the roll-out of the NBN, along with the general increase in telecommunication infrastructure being installed in buildings. 
  • The focus is on pathways and spaces being dedicated within buildings as part of the design process to avoid installation problems once a building has been constructed.

Review of WA's Home Building Contract Laws Discussion Paper

HIA provided a response to the Review of Western Australia’s Home Building Contract Laws Discussion Paper. The Discussion Paper includes various recommendations to amend the Home Building Contracts Act 1991 (WA) and the Building Services (Complaint Resolution and Administration) Act 2011 (WA), in addition to supporting statutory systems.
