Todays building approval figures paint a challenging picture for the residential construction sector in the ACT, with a 7.3% decrease in approvals over the twelve month period to the end of June 2024, against the year before.
This includes a whopping 28.7% decrease in the number of detached homes approvals, falling to 901 from 1,263 in the previous twelve months. Total homes approved in the ACT was 4,695.
The picture is even bleaker for commencements, with only 4,142 dwellings started in the twelve months to March 2024, down 12.9% from the same period a year before.
Over the weekend the ACT Labor Party released their housing platform for the upcoming election, which includes the ambitious commitment to 30,000 homes by the end of 2030. It cites the new outcomes focused planning system and the development of new land including CSIRO Ginninderra and Thoroughbred Park as key contributors to reaching this goal.
To date there is no evidence to judge whether the new planning system will deliver more homes, or just influence what is built and where, and it seems optimistic that these sites will be making a meaningful contribution to housing supply even by the end of the decade.
Regardless, in the absence of reform to taxation such as the lease variation charge, and the ever-spiraling red tape and costs to building and development, such as developer licensing and changes to the National Construction Code, new home building will continue to stagnate. At the current rate of new home starts, this lands the outcome at around 5,000 dwellings short by 2030.
