Dear Members, Housing is the defining challenge of 2026. Across every jurisdiction, governments and councils have made progress in planning and approvals, yet housing targets remain far from being met. Affordability continues to slip out of reach for many young Australians, and the market remains under strain.

Builders are working with razor-thin margins as material costs rise, skilled trades are scarce, and construction expenses climb. At the same time, immigration and population growth accelerate. While some point to migration as a source of housing pressure, we know skilled people are essential to meeting demand. Welcoming talent requires us to ensure housing supply keeps pace.

Movement of tradespeople across states and territories is draining smaller regions of the expertise they need. Chasing higher bids, tradies leave gaps that drive costs higher and create uncertainty for builders. With major projects on the horizon—such as the Brisbane Olympics and Northern Territory’s gas and mining developments—land readiness and housing supply must be prioritized. What we build today must serve both the present and the future.

The skills shortage has haunted our region for years. We cannot accept the “it’s the NT” attitude. Apprentices are the builders, developers, and innovators of tomorrow. A trade career must be seen not as a last resort but as a pathway to success. Growing and retaining our own talent is essential.

Signs of renewal are emerging. The NT can overcome years of stagnation and rise above past shortcomings—but only if we act smartly and decisively.

HIA stands with you. We advocate for your needs, support your businesses, and invest in training programs that guide apprentices from their first steps to becoming registered and licensed builders. Together, we can strengthen the industry, meet housing demand, and secure a sustainable future.

Legislation passed to overhaul Victorian planning

The Victorian Parliament has passed the Planning Amendment (Better Decisions Made Faster) Bill, which makes some of the most substantial changes to planning and environment legislation since the Planning and Environment Act introduced in 1987.

Proposed Minimum Financial Requirements for home builders

The Victorian government has released, for public comment, details of the proposed Minimum Financial Requirements (MFR) for home builders to maintain registration. They will be enforced by the Building and Plumbing Commission (BPC).
