What is the Urban Development Program?

The Urban Development Program (UDP) is the NSW Government’s program for monitoring the supply and servicing of land for residential development, to meet short- and longer-term demand across the Hunter Region.

The UDP informs government decisions about land release, infrastructure investment and housing policy.

Where does the UDP apply?

The UDP extends across both infill and greenfield land zoned for residential development. The program will initially apply to the 5 LGA's of Greater Newcastle (Cessnock, Lake Macquarie, Maitland, Newcastle and Port Stephens) LGAs and will be expanded to the balance of the Hunter Region overtime.

What is the UDP Committee?

The Hunter UDP Committee is chaired by Hunter and Central Coast Development Corporation (HCCDC) and comprised of representatives from state and local government, industry peak groups (HIA, PCA, UDIA, PIA) and infrastructure providers (Hunter Water, NBN Co. and Ausgrid).

The Committee does not have a statutory role. It does provide a recognised forum for the NSW Government, councils, infrastructure providers and the development industry to better coordinate the supply of housing and infrastructure in the Hunter.

Why have a Developers Forum?

The Forum is an opportunity for the broader development industry to hear about the work of the Committee, including the data behind the UDP, current status of housing supply in Greater Newcastle and recent activity on infrastructure coordination.

Agencies will also use the Forum as an opportunity to collect or confirm information on individual development sites and inform future events.

What does the Committee want to hear from industry?

An understanding of the opportunities and constraints of housing sites in the region is crucial if the UDP is to unlock land zoned for housing. To support the verification of existing data and inform the site database, industry can assist by providing the following information;

  • Intentions for the release of land (estimated year of release if not currently producing)

  • Updates to overall expected lot yield, site boundaries, site name (if changed recently)

  • Infrastructure requirements or other constraints that prevent the site being developed to full capacity

  • Details of significant subdivision DA lodged or being prepared
