Industry certainty is key to ensuring residential builders can move forward with confidence to deliver the 25,000+ new homes per year that need to be built in Western Australia to address the current housing crisis.

The residential building industry in Western Australia is exhausted from the extensive array of reforms introduced in recent years.

An incoming Government should commit to stability through a ‘do no harm’ commitment to the home building industry. A commitment to no additional unsupported regulation for a term of government would be well received by industry, and would make a real difference to the industry’s ability to deliver more housing while keeping a lid on price increases, ultimately improving housing affordability and delivery..

 

Policy initiatives

HBCA reforms
The Home Building Contracts Act was drafted in 1991 and has never been reviewed. HIA seeks clarity for industry on price rises, deposit limits and dispute resolution to support the growth of industry.
Minimise and aggregate NCC changes
NCC2022 saw some of the biggest changes in 20 years and are set to be implemented on 1 May 2025.

Give builders and consumers time to adopt the latest changes by waiting 10 years before implementing the next round of significant changes like they have in South Australia.
Resource an effective regulator
An effective and resourced regulator can enforce the standards we have, instead of the continual raising of an unrealistic bar. More inspectors are required to endorse good behaviour and address concerns for those needing further support.
Home indemnity review
Construction costs have increased 45% in the last three years. Review as to the suitability of the current Home Indemnity cap model to support the growth of WA builders.
