Progressive tax reform to support housing supply

HIA research has demonstrated that taxes make up more than one third of the cost of building a new home in Western Australia.

Stamp duty in particular is an outdated tax. It is a punitive measure that prevents movement of people within the housing market.

However, HIA recognise Stamp Duty as an important part of the state’s revenue and proposes targeted measures to drive beneficial outcomes. This should include its removal to promote downsizing and general flexibility in consumers’ ability to move homes.

HIA also recommend abolishing the Foreign Buyers Surcharge. The FBS increases stamp duty for foreign purchasers of Western Australian dutiable property by seven per cent (7%) above the general applicable rate.

A level of foreign investment has historically supported Western Australia’s home building industry, and has played a significant role in the delivery of high-rise apartment projects. Foreign investors can’t buy established homes – they can only add to the supply of housing in WA.

At its root, the FBS is a regressive and selectively discriminatory tax, and should be abolished by a courageous government.
