Reform planning and release new land to boost housing supply

HIA recommends the next Northern Territory Government:

  • Prioritise a land development strategy that adequately identifies future land supply and population needs for the next 20 years and is mapped in conjunction.
  • Adopt a strategic planning framework to effectively streamline the delivery of sufficient land supply to meet the needs of the market and provide certainty to industry in delivery of future housing developments.
  • Set out an infrastructure delivery program that priorities key trunk infrastructure to fast track the delivery of shovel ready land.


One of the biggest impediments to the delivery of adequate levels of new housing is land availability and cost of delivering new land to market.

It is somewhat perplexing that in an area the size and make-up of the NT that there are land shortages to build new housing in a timely manner.

The Bringing Land to Market report released in 2021 and the recommendations within it were agreed by government and have endorsed 12 of the 23 outlined in the report.

It is imperative that the whole set of recommendations are embraced and followed to provide a healthy supply of titled land to allow construction of new dwellings.

The intention of the report is to benefit both the general economy and all stakeholders engaged in land supply and land use.

  • The next NT Government must make planning reform to streamline new housing a priority.
  • Adopt all of the recommendations of the Bringing Land to Market report.
  • Bring forward targeted infrastructure investment to make homes shovel ready faster.
